Why did you vote against H. Res. 1000? This is the rule change that would require earmarks to be identified by recipient, purpose and the sponsoring member of the House. The following types of earmarks are covered:
- An authorizing earmark is a provision that permits funds to be allocated outside of the normal formula-driven or competitive bidding process and to be targeted to a specific entity, State, or Congressional district.
- An appropriations earmark is a provision that allocates funds outside of the normal formula-driven or competitive bidding process and targets those funds to a specific entity, State, or Congressional district.

A tax earmark, as determined by the Joint Committee on Taxation, is defined as any revenue-losing provision that provides a Federal tax deduction, credit, exclusion, or preference to only one beneficiary.
The resolution did pass 245-171 with 17 not voting.

Music can be technically flawless, push the limits of creativity or contain performances worthy of the masters. That is all well and good, and can be enjoyable to listen to.
Then, there is music that I call just plain fun! This type of music won’t win any awards and you won’t read reviews of the performance in the New Yorker. None of that matters. Fun music does one thing well, it brings a smile to your face when you hear it. The following song fits into the “fun” category perfectly.
